In fact, some women explicitly consider veiling as a feminist acting to counteract the reduction of women in Western society to sex objects. So they can protect their bodies against unwanted looks and other forms of male chauvinism.
The decision to cover can therefore have very different reasons. It can speak for religious self-esteem, emphasize inner values, or even be feministically motivated.But when women veil themselves because they see it as a commandment of morality, they get oppressed by men using a tool of patriarchy.
